Proposed Vehicular Access and Parking Improvements
Sandy Point National Wildlife Refuge

Proposed Project:
In cooperation with the United States Fish & Wildlife Service (USFWS), The Eastern Federal Lands Highway Division, of the Federal Highway Administration (FHWA), is proposing to complete road and parking lot improvements at Sandy Point National Wildlife Refuge on St. Croix, United States Virgin Islands.
The project, as proposed, will improve parking along Tranberg Road, improve road conditions of the existing Tranberg Road, relocate approximately 900 feet of Tranberg Road onto USFWS property, and create a connecting segment at the existing terminus of Tranberg Road to facilitate emergency vehicle passage.
In order to comply with the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA), the FHWA is preparing an Environmental Assessment (EA) and soliciting input to assist in determining what, if any, impacts the proposed project or undertaking may have upon the area’s natural and cultural resources. Critical components of meeting the requirements of the NEPA and NHPA is public participation and soliciting input and ultimately considering the input in the documentation and decision making process.

Public Information Meeting:
A public information meeting has been scheduled for Wednesday June 25, 2008 between the hours of 6:00 PM and 8:00 PM in the Refuge Headquarters Building adjacent to the entrance roadway into Sandy Point National Wildlife Refuge located south of Fredericksted, St. Croix, USVI. The purpose of this meeting is to provide the public with information regarding this project’s scope, preliminary design, temporary and permanent impacts. Preliminary information will be shared regarding the project’s possible impact on vehicular and pedestrian access and circulation during the construction phase. The format of the meeting will be an open forum format for which representatives of the US FWS and FHWA will be available to informally discuss specific issues and answer questions.
Preliminary design plans and general information regarding the proposed project will be available for viewing and to aid in discussing details of the possible impacts and benefits of the proposed action. All interested citizens, interest groups and businesses are invited to attend this public information meeting. The public information meeting provides a setting in which the US FWS and FHWA can present issues and the proposed project to the general public.
