It Doesn't Make Sense

Dear Source:
After reading an article written about the greenest home in San Francisco, and learning it uses wind power for approximately 50% of the power provided to the home, and this home located right in the Mission District which is one of the oldest sections of San Francisco, so why does DPNR have a 1 acre requirement? It doesn't make any sense. I cannot imagine how much 1-acre of land would cost in San Francisco since a 1 bedroom dump on a teensy lot would be in the neighborhood of $500,000 or more.
