VIWMA's Bamboozling

Dear Source:
It would seem that VIWMA is dancing on hot coals when trying to obtain funds before they deliver services.
The infrastructure repairs are needed but I believe that the contractors will not be paid in full BEFORE the projects are completed.
That being the case why should VIWMA expect to collect fees for the disposal before that disposal is even in process. What has happened to the bottle fees collected to crush glass bottles and then not carried forth? Are we not still being taxed on this service?
Just another case of 'Bamboozling' the public by people who are experts in Bamboozling but not delivering.
