Noise Ordinance Ignored by Police

Dear Source:
Every night of the week, seven days a week, sleep is interrupted for three hours from 11:00 p.m. – 2:00 a.m. Music is played so loud that windows and doors vibrate. Every night for the past three weeks, the residents of Ft. August Condos have called our local police department asking for assistance, but no one comes.
At exactly 11:00 p.m. a man parks his truck down at Tuna Lagoon in Christiansted and stays until 2:00 a.m. He and his friends have disregarded requests by a neighbor to please turn down the music. Every night the residents of Ft. Augusta Condos place calls to the local police department. They tells us that we need to call 911, but isn't that a number for life threatening situations?
Please imagine for a moment. Imagine going to sleep at 9:00 p.m., being wakened at 11:00 p.m., finally getting to go back to sleep at 2:00 a.m. and having to get up to go to work at 5:00 a.m. That is a total of 5 hours of sleep each night, and this is on a good night. My husband, who is a hard working, law-abiding citizen endures this every night, as does our neighbors.
After no success with phone calls, I sent e-mails to several different divisions of the police department. I am now turning to you for help. What can we do to get help?
