VIWMA, Just Another Scam

Dear Source:

I have memories of a tax levied on glass bottled goods a few years back. There was a tax collected on glass bottles to pay for the gathering and crushing of the bottles. The crushed glass was to be sold as road building material and some other products.
There was a plant set up at Villa Laraine to do the crushing and it was in operation for a short time but, it seems, that the government which had collected the taxes for paying the plants operation, didn't pay the plant for its services.
Paying fees 'in front' for services which this government is to deliver is frequently money thrown away. The proposed fees should be about 10% of those demanded and collection be paid for when the service is rendered.
YOU JUST CAN'T TRUST THIS GOVERNMENT TO PERFORM THE SERVICES THEY PROMISE.
