I read your article with much interest. The part I find most disturbing is when it mentioned that St. John was getting a 911 system and that a part of the problem is that 911 operators are not sure if people are calling from St. Thomas or St. John.
As a former 911 operator, here in Colorado, I can tell you that this is ridiculous. One of the first things to establish when taking a call is what the address the emergency is and a phone number. This is especially important if the call is disconnected, so that the responder has an idea of where to find the incident or the operator can try calling back if possible. What kind of questions are they asking if they can't figure out sometimes if the call is on St. Thomas or on St. John?
