Turnbull Nominates People for Commissions

Sept. 20, 2005 – Four people were recently nominated to the Horse Racing Commission, one to the Hospitals and Health Facilities Corp. District Governing Board and one to the Interstate Commission for Adult Offenders Supervisory Board, Gov. Charles Turnbull announced in a press release Tuesday.
He renominated Beverly Chongasing to the Hospitals and Health Facilities Corp. District Governing Board for St. Thomas/St. John. He said she has served on the board for several years. During that time, she served as chairman and treasurer.
The governor named Wayne L. Biggs Jr. to replace Ralph A. de Chabert on the Horse Racing Commission. De Chabert resigned from the post. Biggs is an economic development specialist at the Small Business Administration. He has a bachelor's degree from Bradley University and a master's degree in business administration from the University of the Virgin Islands.
Lawrence E. Motta Jr. was named to fill Trevor R. James' expired term on the Horse Racing Commission. Motta, a retired police lieutenant, works as a sanitation supervisor for the Public Works Department. He owns and races horses.
The governor nominated Norman Cuencas to replace Clarence A. Heyliger on the Horse Racing Commission. Heyliger's term expired. Cuencas is a salesman at Caribbean Auto Mart. He previously worked as a real estate agent and a chemist.
Ray Anthony Isle was also named to the Horse Racing Commission. A veterinary technician, he holds a bachelor's degree in animal science from Pace University.
The nominations to the Hospitals and Health Care Facilities Corp. and the Horse Racing Commission need approval by the Legislature.
Turnbull appointed Arline Swan as a commissioner on the Interstate Compact for Supervision of Adult Offenders Supervisory Board. This organization concerns parole and probation of prisoners who move from the state in which they were under supervision.
Superior Court Presiding Judge Maria Cabret recommended Swan, who is a compact administrator at the court. Swan represented the territory at the organization's annual meeting held last week in Phoenix.
