Virgin Islands Should Use Title V Education Money

Dear Source,
There was a lot of news recently about the federal money that was sent back to Washington, but I never saw a complete description of the situation. I heard that the money was from Title V of the Consolidated Federal Program Grant. If this is so, this would be good information to publicize, since that money can only be used for Innovative Programs (not fixing buildings.)
That being said, it seems like the Virgin Islands could certainly use some help in this area (education innovation), as it's students who are performing so low, and maybe the media could give some examples of how other states are using their money to foster increased student achievement.
