Cut the Power Off to All the Thieves

Dear Source,
Since WAPA has so many thieves in its customer and employee lists, would it not be proper to deny any WAPA products and services to any person found to be involved in the thefts ?
If the person were denied the services for a period of five years they would probably leave the community. This denial would be for any building wherein the culprit resided – even if the services were billed to another person.
A business without electricity or water even if would be forced to close if services were denied for a period of a year. The business property should be denied the services even if sold.
Time for some drastic action and NOW!
