Governor Announces Holiday and Festival Leave for Government Employees

Dec. 14, 2004 — Gov. Charles W. Turnbull announced Tuesday the dates and times of administrative leave for festival 2004 and 2005, New Years and the Christmas holiday for non-essential government employees. They are:
St. Croix only:
Wednesday, Jan. 5, 2005 from 1 to 5 p.m. for Festival Food, Arts and Crafts Fair Day.
Territory wide:
Friday, Dec. 24 from 1 to 5 p.m.
Monday, Dec. 27 all day
Friday, Dec. 31 from 1 to 5 p.m.
Friday, Jan. 7 from 8 a.m. to 5 p.m. for Children's Festival Parade
In a release from Government House Turnbull said, "Only non-essential employees, as determined by commissioners and agency heads, will receive this leave," adding "Holiday pay will not be granted to employees who work because these are not legal holidays pursuant to the Virgin Islands Code."
The release said, employees whose regular rotating shift fall on a day in which other employees are granted leave, and employees who are considered essential by department and agency heads will be required to work as usual.
Employees on annual or sick leave will not receive administrative leave. Future leave to employees who are considered essential, or whose shift happens to fall on a day in which other employees are granted leave will not be granted time requested.
"I am instructing the commissioner of finance, Bernice Turnbull to review all payrolls submitted for this time period to ensure compliance with this proclamation," Turnbull said.
