Oct. 12, 2004 A meeting of the Senate Finance Committee scheduled for 10 a.m. Tuesday was postponed due to a lack of a quorum.
The committee was supposed to have voted on three federal grant applications: one for the Department of Planning and Natural Resources in the amount of $525,000; another for the V.I. Perinatal Inc. in the amount of $200,000; and a third for the Department of Human Services in the amount of $88,327.
Only Committee Chair Sen. Adlah "Foncie" Donastorg and Sens. Luther Renee and Louis Hill were in attendance. Sens. Roosevelt David and Norman Jn Baptiste were excused and Sens. Shawn-Michael Malone and Ronald Russell were absent.
Donastorg said he hopes to reconvene the meeting "soon," but did not give a date for its rescheduling.
"The Legislature has 30 days from the day of submission to act on these applications or they will automatically be approved," Donastorg said.
Donastorg said the 30-day period for one of the applications had already expired but he left it on the agenda so the committee could hear testimony from the agency on the use of the funds. However, Donastorg said he could not remember which of the agencies it was.
The Rules Committee will meet Thursday to consider Donastorg's Carnival Promotion Accountability Act of 2005, which would create an Office of Carnival Promotion under the Department of Tourism, whose director would be in charge of all carnival and festival activities.
