Attorney To Take Homeland Security Graduate Studies

Aug. 15, 2004 – Martin Alperen, assistant attorney general, has been accepted to a master of arts degree program in homeland security, sponsored by the U.S. Homeland Security Department.
The program is an all-expenses-paid activity designed to strength the department's ability to address legal matters surrounding homeland security issues, a release said. The department sponsors the homeland security graduate program in the Naval Postgraduate School in its effort to improve the capacity of state and local jurisdictions to plan and execute security measures.
Attorney Alperen will put the lessons learned in the degree program to benefit the Office of the Attorney General and the people of the Virgin Islands in homeland security matters, disaster preparation and crisis management, Attorney General Inver Stridiron said in the release.
The "rigorous and extensive" degree program requires 18 months of continuous enrollment and coursework and the preparation of a thesis. Alperen will spend two weeks of each quarter in residence at the Monterey, Calif., campus, covering the remainder of coursework through distance learning. Courses cover civil-military relations, critical infrastructure vulnerability analysis and protection, law enforcement and judicial system issues, information technology management, strategic planning and budgeting, fear management and terrorism, and intelligence gathering issues.
