Humane Society Names Elmore Executive Director

July 1, 2004 – Joe Elmore, former administrator of the St. Thomas-St. John chapter of the American Red Cross, has been named executive director of the Humane Society of St. Thomas.
According to a Humane Society release, Elmore's role will be to "establish a comprehensive business approach to organizational development" and to work with the board of directors on the not-for-profit agency's capital campaign to fund its planned "animal care campus."
As part of its strategy "to lead the Humane Society to a greater level of service to St. Thomas and serve as a model for the nation and region," Joe Aubain, president, said, the board conducted a search for an individual able to "engage the community effectively and manage the transitional phases and growth of the organization successfully."
Elmore brings to the position more than 15 year of experience managing organizational growth and development in a variety of fields. He directed the local Red Cross chapter "through a period of unprecedented fund development and program growth" from 1996 to 2000, the release stated.
In 2002-03 he was chief operating officer of From Darkness to Light, an organization based in Charleston, S.C., that helps parents and other adults "prevent, recognize and react responsibly to child sexual abuse." In this capacity he was responsible for strengthening the organizational infrastructure as the agency moved from a local to a national outreach.
Most recently, he worked with Nordstrom Inc. in Seattle, Wash., helping to organize and implement a new product line and department for the chain of 150 retail outlets nationwide.
With a paid membership of more than 600, the local Humane Society is governed by a volunteer board and supported by community donations. The organization takes in nearly 3,000 dogs and cats annually, of which "several hundred are adopted or reunited with their owners," the release stated.
For decades, the society's animal shelter has been located in Nadir behind the abbatoir. In June 2003, the organization kicked off its capital campaign to raise funds for a million-dollar animal care campus to be developed on land across Weymouth Rhymer Highway from Market Square East that was donated by the Lockhart Companies.
According to Randolph Knight, capital campaign chair, "We are are the brink of an entirely new era for the Humane Society of St. Thomas." With Elmore joining the team, he said, "I believe we will be able to make significant headway in our capital campaign and establish our position as a leader throughout the nation and region in animal welfare."
Aubain said he anticipates that Elmore will "be strongly supportive of our employees, volunteers and board and will concentrate all his energy on achieving the Humane Society's vision of building better relationships between animals and people."
As for Elmore himself, he said the Humane Society is embarked on "the most exciting and challenging venture that I've seen in the Virgin Islands in a long time." He said he is looking forward to "doing everything I can to make it happen."
