March 9, 2004 – Meeting as the Committee of the Whole on Monday evening, the Senate heard testimony on three St. Thomas rezoning applications:
– From Arthur E. Harthman for the heirs of Sammy E. Harthman – Parcel Nos. 9, 9-1 and 24-1 Estate Charlotte Amalie, No. 3 New Quarter, from A (agriculture) to C; for commercial uses.
– From Yellow Bell Inc. – Parcel Nos. 14 and 15 Dronningens Gade, Kings Quarter, from R-4 (residential – medium density) to B-1 (central business district); for offices.
– From Caribbean Culture Airlines Inc. – No. C-12-1 Estate Hoffman, No. 2B New Quarter, from R-2 (residential – low density, one and two family) to B-3 (business – scattered); for retail and office space.
None of the applications was opposed by the Planning and Natural Resources Department. Marjorie Hendrickson-Emmanuel, Coastal Zone Management director, recommended approval of the Harthman and Yellow Bell applications. Sue Higgins, DPNR senior planner, recommended approval of the Caribbean Culture Airlines application.
No date was set for a vote on the rezoning requests.
Attending the meeting were Sens. Lorraine Berry, Douglas Canton Jr., Roosevelt David, Carlton Dowe, Emmett Hansen II, David Jones, Almando "Rocky" Liburd, Luther Renee and Ronald Russell. Not present were Sens. Norman Jn Baptiste, Adlah "Foncie" Donastorg, Louis Hill, Shawn-Michael Malone, Usie Richards and Celestino A. White Sr.
