PSC CERTIFIES SECOND SMALL POWER PRODUCER

WAPA is terrified that a company might come in to the territory and produce power at a far lower cost than WAPA.
About 15 years ago a company, "OTEC" had a method of producing electricity and water from the thermal energy that could be drawn from the waters of St. Croix.
OTEC only wanted WAPA to guarantee that it would purchase a reasonable amount of water. OTEC would require no financial assistance or assistance from the V.I. government. There were several pilot plants in operation in the world at the time. It was a proven technology.
WAPA freaked and the deal, which would have made millions of dollars for St. Croix in fuel savings alone, was blown away.
Is it possible that St. Thomas, which does not have a terminal gradient like St. Croix, could not stand the possibility of St. Croix having cheaper water and power?
One wonders.
