As a builder/developer in the Washington, D.C., area, looking to do business and possibly relocate to the U.S. Virgin Islands, I am appalled by the article about the local government assessing $10,000- to $20,000-a-day penalties for an alleged illegal property fence. I really need to reconsider where in the Caribbean I should do business. I was under the false impression that the U.S. Virgin Islands was "open for business" and business-friendly. Obviously that is not the case. Very disappointing.
