Nov. 19, 2003 — Delegate to Congress Donna M. Christensen's bill to conduct a study on the suitability and feasibility of establishing a National Heritage Area on St. Croix passed the House of Representatives on Tuesday night.
H.R. 1594, was approved as part of H.R. 280, which would create a National Aviation Heritage Area. Christensen's provision directs the secretary of the interior to conduct a study of the suitability and feasibility of establishing National Heritage Areas on St. Croix.
"St. Croix has natural, historic and cultural resources that represent distinctive aspects of American heritage that are worthy of recognition and provide outstanding recreational and educational opportunities," Christensen said. She was optimistic that the measure would also receive the nod of the U.S. Senate.
National Heritage Areas are not part of the National Park System, but they contain land and properties that reflect the history of the local people. They consist mainly of private properties and may include natural, scenic, historic, cultural or recreation resources. Conservation, interpretation and other activities are handled by partnerships among federal, state and local governments and nonprofit organizations and Congress recognizes a "management entity" to coordinate efforts.
"The important thing is that it would compel us to organize and bring resources for these areas that could aid in the development of the island in a culturally sensitive manner," Christensen said.
