Oct. 31, 2003 – It's now official that Darlene A. Carty is Gov. Charles W. Turnbull's choice to become the third Health commissioner of his administration. He sent her nomination to the Legislature for its approval on Thursday.
Dr. Mavis Matthew abruptly resigned from the position the first weekend of October. Phyllis Wallace, deputy Health commissioner for administrative services and management, was acting commissioner until Oct. 23, when Turnbull named Carty to that position. Prior to Matthew, Dr. Wilbur Callender held the post from the start of Turnbull's first term in 1999 until the governor fired him in May of 2000. (See "Callender fired for not being a player, he says".)
Carty has a master's degree in education from the University of the Virgin Islands and an undergraduate degree in radiation therapy from Howard University. She is a January 2004 candidate in the graduate certificate program in public health at Johns Hopkins University, according to a release from Government House.
She worked as a radiation technologist at Duke University Medical Center from 1990 to 1993 and was a financial accounts manager at the Thomas-St. John Hospital Facilities business office in 1994-95. In 1997-2000, she was project director of the Health Department's Breast and Cervical Cancer Early Detection Program, and in 1995-1998 she also was executive director of the department's Charlotte Kimelman Comprehensive Cancer Care Center Project.
When Carty's nomination will be taken up by the Senate is not known. No meetings are scheduled for next week at the Legislature; the following week, two Finance Committee meetings on the 2004 Fiscal Year budget are scheduled.
