Oct. 24, 2003 – Sen. Ronald Russell announced on Friday that he has postponed the meeting of the Senate Education and Youth Committee that had been scheduled for Monday on St. Croix.
Russell, who chairs the committee, said in a release that he took the action "due to the urgent need to complete" work on the Fiscal Year 2004 budget.
Monday's hearing was to take testimony on bills:
– To establish a Youth Challenge program. This proposed intervention program is aimed at providing work skills through alternative learning opportunities "while increasing positive behavioral and academic skills," the release stated.
– To establish a Teen Court program. This proposal, the release said, "seeks to interrupt the developing pattern of criminal behavior in juveniles by promoting self-esteem, motivation or self-improvement and forming a healthy attitude toward authority."
