DEPARTING CHIEF GIVES STATE-OF-WAPA REPORT

The following report was presented by Joseph R. Thomas Jr., executive director of the Water and Power Authority, on May 2, 2002, in testimony before the Senate Government Operations Committee two days after he and the WAPA board agreed to an "amicable separation" at the end of his first year as chief executive of the utility.

LAWS ENCOURAGE REVITALIZATION, REHABILITATION

The territory has enacted two incentive programs, one to encourage investment in areas deemed to be "in need of economic and physical revitalization" on St. Croix and St. Thomas, the other to encourage rehabilitation of historic structures on St. Croix. Attorney Marjorie Roberts, a tax law specialist, says the programs are expected to be fully implemented in the next few months.
